SPECIAL RULES IN PLACE:
Consequences are story developments: If you lose a fight, you lose, and the story continues as if that loss counts as a plot development. Make sure you're prepared for a fight before engaging a villain. Don't just rush blindly into the fray unless you're pretty confident in your plan. That said, there are no world altering events, so you don't have to worry about the city blowing up if you lose a fight.
Overnight healing is free: Tom will begin with the Fast Healing Superpower, meaning he regains 1 HP over night so long as he isn't completely obliterated. This is a free power that won't count against your overall total. This is how he is able to wake up the next day after any potential losses. The other option I had in mind...well, I didn't like it very much. I like this idea much better.
All villains are friends, and all friends are villains: There are no obvious good or evil supers in this story, although many will certainly seem evil. Every enemy is a potential friend, and every friend can be a potential enemy. You will need friends if you want to ensure success, so you need to weigh the costs of siding with an enemy to defeat another enemy, or pissing off one villain so much that he/she never considers helping you. Sidekicks are the exception. A sidekick gained from the respective trait will always be loyal.
Fast Trait Game: If I do end up implementing the superpower overhaul, then instead of a separate list of superpowers to maintain, you'll just be gaining a whole lot of Defining Traits very quickly, of which you can also choose from the Superpowers list.

NEW MILLENIA CITY POLICE DEPARTMENT
Interrogation Room C, 3:45 PM A metallic hum is heard and then a light flickers to life. The room is bathed in a cold white glow, revealing the dull grey brick and featureless cement floor. In the center of the room is a simple, stainless steel table flanked by a pair of folding chairs. A squat little camera is placed in a high corner, and an enormous mirror fills the rear wall. The door opens to admit a tall, older man with greying hair. His face is stubbly and sports a tired look, and he wears a worn long jacket over a wrinkled and unwashed suit. His shoes are anything but office attire. His gaze remains fixed on a file folder in one hand while the other hand holds a desk lamp. He sets both lamp and folder down on the table, then settles into the chair. "Superheroes," the man mutters as he opens the file. He removes a pen from his jacket pocket, then switches on the lamp. "Superheroes," he mutters again. He drums his pen on the table while he peruses the folder laying before him. "Superheroes. SuperHEROES. Super-heroes..." he repeats, rolling the word in his mouth like an unfamiliar bit of food he can't quite identify. He stares at the folder for another long moment before finally rapping his pen energetically on the table. "Okay, let's get this over with. Detective Seamus Holhardty questioning person of interest in October 21st incident. Date is November the 5th, and the time...I left my phone at my desk, so just look at yours and write it down," detective Holhardty says with a sharp glance at the mirror. "For the record, give me your name, age, country of origin and current residence...you know the drill." The detective directs the lamp to shine in the face of the person sitting across from him. White Dragon." Said the ninja sitting opposite the cop. He was dressed as a ninja with a single little white dragon on each of his gloves. Consequence point: You assumed Tom would be in costume. Holhardty scribbles something in the file. "White Dragon. Couldn't have been a black dragon?" the detective says with a sardonic look. "Gonna keep tight lipped, huh? Well, that's fine. Not like you're under arrest. It does hurt my feelings a bit. A good relationship depends on being open." The two stare at each other for a moment. "Staying quiet? Oh, well. Didn't really give a damn. Answer the rest of my questions truthfully and we can be out of here before my cheese steak gets cold," the detective grumbles. He glances at something in the file. "So, can you explain to me how drowning gives you super powers?" Tom remembers the incident in question. He was on a bridge overlooking a flood canal when he was struck by a car. It sent him over the bridge and into the canal. When he woke up, he was in an ambulance. He apparently injured the paramedics as a result of some procedure. It was they who discovered he had superpowers. DECISION POINT: If you want Tom to be a brand new character unique to this setting, answer "you don't know", or some other answer to suggest that this is new and confusing. If you want Tom to be a veteran hero, fresh off his adventures in the previous game, say "they didn't" or some other answer to suggest Tom had his abilities from long before the accident.

Detective Holhardty blinks. "No?" He glances at the file again. "Oh, there it is. 'Potentially involved in events from Champion City'. Well, that's clearly not you. That White Dragon has superpowers. You clearly don't. The paramedics were obviously mistaken. Am I right?"
Something about Holhardty's questioning stare gives Tom pause. His face might be asking a question, but the detective's eyes are looking for a specific answer. Tom just barely moves his head as he thinks about that answer.
"No?" the detective exuberantly declares, "Good! It's about ten times more paperwork if you are...super. Ish." He scribbles down a few more things. "I think the rest of the answers are pretty obvious. You're not really the talkative type. So, I'll just rule the whole thing an accident and you can be on your way, but don't be surprised if your insurance premiums go up, and you might face a lawsuit or two from the paramedics. Just be forewarned.
Oh, but there is one more thing...the costume...it's just for a party, right? You're not actually planning on doing something...stupid?" the detective asks. Again, his face is filled with worry and concern, but his eyes are sharp. A warning, not a question.

"I never plan to do anything stupid. Girlfriend is way into superheroes. Thought I'd surprise her." Tom said. He doubts the detective actually buys that, but he doesn't seem keen on pressing him on it.

"Is that right? Then you better not lose that costume. Don't want her getting unhappy. The fun ones always tend to be greedy bitches in the end," the detective says with a wiggle of his left hand. Tom notes the distinct indentation of where a ring once was on the detective's ring finger.
"Come on, I'll show you out," Seamus says. He walks up to the door and holds it open for Tom. The ninja follows and together they make their way through the busy police station, stopping only to collect the detective's phone and cheese steak sandwich. The man sloppily munches on his late lunch as they exit the police station. Tom is immediately greeted by the big city din of cars, flashing billboards spewing advertisements, street vendors hawking their wares, and the drone of pedestrians making their way up and down the sidewalks. The stiff breeze of a late autumn wind blasts the two and sends discarded wrappers and leaves flying into Tom's face.
New Millennia, once Millennium City. Found and built up right at the turn of the millennium, the city promised to be a shining beacon of technological advancement and efficiency. It was a city free from the shackles of poor urban planning and mountainous debt. It glittered with nothing but new condos and was anchored by a conglomerate of high tech companies that employed thousands. But then new technology and developments left those corporations outdated, and the executives abandoned their employees leaving behind crippling debt and corrupt city officials. The shiny new city descended into a warren of desperate citizens and broken tech, both of which wandered the city like vagabonds. If superheroes existed then, they would have had no shortage of work.
But then New Millenia arrived, a new technology mega corporation that promised to revitalize the city. Essentially buying the city and turning it into yet another business beneath their banner, the company removed all of the city's former leadership and replaced nearly every element of the city with their own systems and employees. The move caught the attention of many rights activists, but so far New Millenia's strategy has been effective and the city has nearly regained its feet. And yet the city's new life is not enough to erase its past, and there are still whispers of corruption, both living and technological, within the city. New money means new opportunities for old criminals, and most of the city's more advanced crimefighting techniques have not yet been implemented, thus giving those same dark elements a deadline to take advantage.
Tom heard the rumours. Criminals armed with impossible technology, gangs committing crimes with seemingly no obvious motive, a ghostly girl killing innocents at a glance, monsters living in the sewers...They might sound silly, but the last time he heard rumours like this, under these conditions, they eventually manifested into a psycho driving a giant spider robot through a residential neighbourhood.
And now the concept of supers is firmly accepted, and the criminals have had ten years of time to adapt. To escalate.
It may be a shiny new boiling pot with fresh water, but it's still a boiling pot and the flames are only getting hotter. The supers might not be in New Millenia yet, but the robots certainly are and it's only a matter of time before another Mega Mech appears.
"Hey, whitey-tighties," detective Holhardty called from the street. He opened the rusty door of a car, a relic from the age when they still burned fossil fuels. "How about I give you a ride? I need to head out, anyway, and that costume doesn't look very warm."

Consequence point: Tom trusted the detective enough to step into his car.
Tom climbs into the detective's car, settling on a back seat littered with fast food containers and wrappers. The smell of old grease and ketchup fights desperately against a pair of pine fresheners hanging from the rear view mirror. It takes a moment to find a place where he can rest his feet without stepping in some...thing.
While Tom searches for a place to sit comfortably, the detective takes another bite out of his sandwich and switches on the ignition. After a few more bites of the sandwich, he enters traffic and tosses the rest of the sandwich onto the dash. They drive for a long while in complete silence.
"So...I was reading about some of the crazy stuff that happened in Champion City," the detective says suddenly. "Exciting stuff. Probably a few movies in there. Not that I would see any of those movies. I'm not too fond of superheroes. Always seems like the hero is as much of a problem as the villain. As a cop you learn to identify who the criminals are and who is stupid enough to piss off the wrong people, so when I see those movies, all I see is a bunch of shit disturbers making things worse for everybody. Well, unless the villain is some monster from space or another dimension, but that's just stupid." He glances into the rearview mirror at Tom. "Do you like superhero movies?"

"All work and no play, huh? All right. I get it. I've got a shitty job, too," Holhardty replied. "But I'd rather drop a bag of shit on my head than roll around in a truckload, so whatever it is you're doing in this city, try not to do anything that would legitimize the concern that there are actual super elements in this city. I don't like dealing with you people-excuse me, the real supers, not you cosplayers," the detective says with a nod to the radio, "but right now, my job consists of sniffing and a bit of paperwork. It's a slog, but at least it's simple and will carry me nicely to a fine pension."
Tom nods to himself. Right, so detective Holhardty is the city's response to the reports that there might be supers in the city. He's the scout to determine the legitimacy of the threat.
A traffic light turns red and the car rolls to a stop. Scores of people make their way across the street. Drops of rain begin hitting the wind shield with a soft splat, but it quickly grows into a soft patter.
The detective sighs. "Look, it's not that I don't appreciate the help, if it means less cops in danger than I'm all for it, but...this city has enough problems. I've already lived through the worst of it. I can't deal with...oh, shit," Holhardty grumbles. His eyes lock onto something in front of the car.
Tom immediately spots the thing that has grabbed the detective's attention. Crossing the street, and wearing a bright red leather jacket, is a tall, square-jawed man with a dark look in his eyes. The man walks with a strong, deliberate gait and moves with a sense of purpose. Upon catching sight of the detective, he turns his head and doubles his pace.
"Time for a little detour," Holhardty mumbles. He follows after the man with a right turn and, with the traffic, manages to maintain a slow but steady pace without getting too far ahead or behind the target.
The man in the leather jacket, now soaked from the rain, continues to eye nearby people warily. His pace never waivers.
"Stop walking. Stop walking. Stop walking. Come on! Stop walking! Aw...crap," Seamus says with a roll of his eyes as the man ducks into a side street and disappears from sight. The detective directs the car to the side of the road, then presses a button on a separate keyboard clipped to the dash. The radio comes to life.
"Holhardty calling in an S1," the detective says aloud, his eyes still on the side street where the man had went.
"That's your job, Holhardty," a woman replies.
"You've always had it out for me, dispatch," the detective replies sharply. He presses a button and the radio goes dark. He sighs. "That, my cosplaying friend, is Corbin Gainer. A man capable of generating jets of flame from his bare hands. And if he continues in that direction, he will walk directly into a garage, full of oil and gasoline I should add, manned by the gang that burned his fiancee alive. And yes, he has anger issues. Sure hope he doesn't start a block fire while he's in there." The detective leans into his seat. "Glad I lost sight of him. If I had not, I would have to send good young men and women after him."

Maybe I can do it over time, but not while in preview mode) NEW MILLENIA, ACER ST: Side Street at 2ndNEW MISSION: Neutralize Corbin Gainer"Hey, remember what I said. Try not to cause too much..." Tom closes the door, cutting off the detective's voice. He stands at the mouth of the second side street on Acer. The rain drowns out the footsteps of the man in the red leather jacket. Trash cans and dumpsters litter the street, and a scrapped robot sits in a heap next to one of the dumpsters. There are piles of boxes towards the end of the street. Further down, Tom can make out a pile of tires. TOM stands at the entrance of a side street. He does not currently see the man in the red leather jacket. What does he do?

Tom advances down the side street. He spots no sign of ambush.
After about a 100 ft. or so, he approaches the stack of boxes. Just beyond them there is a recess in the side street allowing for the existence of a small, squat building with large garage doors. Tom can't quite see into the garage, but he does spot an old LED sign flashing the words "Vintage Cars". The first word flickers and is barely readable. Parts of old, gasoline fed cars litter the area just outside the garage.
Standing in front of the garage is the man in the red leather jacket, Corbin Gainer. As Tom approaches, he begins shouting at the occupants of the garage.
"Jet!" he shouts. He pauses for a moment. "Jet! I know you're in there. Come out!"
A couple men in dirty overalls exit the garage.
"You're disturbing the peace, mano," one of the men exiting the garage says.
"Probably lost. The leather shop is two blocks that way," says the other.
"Bring me Jet," Corbin demands. His hands tighten in fists.
"Oh, he thinks that he has business with us?" says the second man. He removes a wrench from his toolbelt.
"Can you believe it? How stupid do you have to be to think Jet will talk to some guy in an ugly jacket?" replies the other.
More men appear from the garage, all carrying heavy tools. Five men now stand in a line before Corbin.
But the leather jacket wearing man only frowns. "Jet can't hide from me. Bring me Jet, or I'll go in there and get him." Steam begins rising from his hands.
A couple of the garage workers laugh.
"Oh, you think that you can? I'd like to see that."
"Some punk thinks he can put on a jacket and become tough?"
"No way we can let that stupid idea fly."
Corbin gives the men a death glare. "I hope cremation is your preferred means of burial."
Tom stands about 50 ft. from them.

Everyone is surprised by Tom's sudden entrance.
Corbin gives Tom a shocked look. "Who the hell are you?"
"Holy crap! Look at the tights on this guy," one of the other men says with a laugh.
"Now I get it. They're going to a costume party."
"I think red is supposed to be the Red Ranger."
Corbin growls. "You're not part of this. If you don't want to get hurt, you better get the hell out of here."
Looks like the others aren't waiting for Tom to talk Corbin down. When they see Tom has his attention, one raises a wrench and takes a threatening step towards him.

Literal fire bursts forth from the man's hands. His eyes glow red.
"What the f...?" one of the mechanics trail off.
The man with the wrench raises it. "Enough of this shit! Take him down!"
"You want to be useful? Help me get to Jet," Corbin says.

**All supers have allegiance tasks that make it easier to earn their trust, although I don't normally spell out exactly what they are. There are no whites knights in New Millenia, but you will need to make friends with somebody if you wish to take on greater challenges

Tom punches/mighty strikes the most impressive object nearby. His intent is to try and intimidate at least some of the criminals into fleeing. He also wants to at least try and get his new best friend not to kill people

SUPER BATTLE: CORVUS BLAZE
Tom looks around. He identifies a dumpster nearby.
As he looks, Corbin becomes Corvus Blaze, achieving the transformation via an explosive fiery nova that bathes the entire alley in a thick wave of fire. The thugs are immediately set ablaze, as is all nearby scraps of garbage and the pile of boxes. The thugs scream and begin running about in a panic trying to put the flames out (-2 HP each; Ablaze). One is spared being turned into torch, suffering only severe burns yet somehow raging through the pain, and attempts to strike Corvus with a wrench. The man in the now charred red leather jacket neatly side-steps the attack, but allows his attacker to bump into him anyway. Upon touching, his attacker erupts in a blaze of fire and drops to the ground. The stink of cooking meat rapidly fills the air.
As for Tom, he has his back turned when Corvus Blaze appears, and, though he is a lithe and nimble ninja, it's still difficult to avoid something you're not expecting. The fiery nova catches him from behind and turns much of his white ninja costume into a black one (-2 HP), but at least he does not catch on fire.
TOM: -2 HP

(Fun fact: Tom's make-up is more inline with Chinese warrior monks than actual ninjas which specialized in stealth, traps, and thrown weapons)
Corvus ignores Tom. He turns his attention to a couple thugs who have yet to succumb to his fiery wrath. He unleashes a pillar of flame upon them, thus sealing their fate for certain. With that out of the way, he enters the garage.
"Come out, Jet!" he shouts. "I'll burn everything in my path if that's what it takes."

Tom had tried nice, and Corvus just murdered people right in front of him. He really, really didn't want to do this to someone who clearly had been a victim before turning into a perpetrater. Now he had no choice in the matter. Tom goes in for the punch.

SUPER BATTLE: CORVUS BLAZE
Corvus had just stepped through the doors of the garage when Tom charges him from behind to deliver a knock-out punch. He punches him directly in the back sending the fiery vigilante stumbling into a car.
But striking Corvus Blaze is always a risky proposition. Upon stepping within immediate proximity of the super, Tom feels like he has just jumped into an incinerator. He lands the blow, but he lights up again. His eyebrows are burnt off this time (-2 HP).
Corvus bumps into the car and drops to one knee. He gingerly rubs the spot where Tom struck him. He directs a death glare at the ninja.
"Anyone who gets in my way, gets burned," the fiery super growls. He lifts a hand...
And a jet of fire roars towards Tom, but the ninja neatly rolls away from the attack.
Consequence point: Tom has angered Corbin. He's less likely to trust you.

"If you're just going to flat out murder people then yeah, I have a problem with that. This is not about justice but making yourself feel better. All these men might have been criminals but I bet most of them had people that loved them. You okay with doing that to their loved ones?" Tom tries one last time to get through to him.

Corvus rolls his eyes. He climbs to his feet. "Are you kidding me? I don't have time for this. Get out of here, you comic book reject."
A wall of fire suddenly erupts before Tom, separating him from the fiery super in the garage. It's tall and long enough to completely block off any entrance to the garage. The roaring flames set fire to every bit of loose trash and debris nearby, and sickly, tar-like smoke fills the air. There is no telling how much longer this can go on before the entire block goes up in flames, or the fire department arrives.
**The Unhittable Trait allows you to evade massive area effect attacks even if the area of effect exceeds your movement range.
